Error reading lists: The type initializer for 'Microsoft.SharePoint.CoreResource' threw an exception

When trying to connect to a remote MOSS 2007 SP1 server, I receive the following error:
 
Error reading lists: The type initializer for 'Microsoft.SharePoint.CoreResource' threw an exception
System.IO.FileNotFoundException: Could not load file or assembly 'Microsoft.SharePoint.intl', Version=12.0.0.0, Culture=neutral
...
 
Repro:
  • Download SPListReader Version: 1.2008.7.17
  • Launch SPListReader, type in a URL in the SharePoint Site textbox of the form "http://moss.server.com"
  • click the "Get Lists" button
     
    Environment:
  • Windows XP SP3
     
    I haven't installed any of the WSS or MOSS SDK's on my system - is this an implicit dependency?

Update: also tried a direct link to a specific SharePoint site, of the form "http://moss.server.com/sites/site".
